The COVID-19 outbreak has created user and provider fears of health and personal safety. This also presents unique issues for enterprise IT security within the workplace. Before this pandemic swept across the globe, the “normal” routine for identity credential enrollment would not have been deemed particularly unsafe. For years, enrollees, operators, and other staff members have been accustomed to being in close quarters when performing the work-flow processes that resulted in the issuance of the credentials that grant physical and logical access to its user community. Now, however, federal agencies are scrambling to adjust critical business practices, including enrollment for these high assurance credentials, to accommodate the need for heightened personal safety precautions.
Government employee and contractor credentialing is an essential service, but the existing process puts operators and enrollees at risk of illness due to extensive close personal contact. As organizations make changes in operations and workflows to avoid new health risks, it is critical that the security measures that make these credentials effective are not being compromised or forgotten.
If considering an adjustment to the enrollment process as a result of COVID-19, agencies need to remember that a change that reduces identity proofing can be problematic. We need to keep top of mind that the number of identity data records compromised in 2018 reached 3.3 billion and 7.9 billion in 2019. Reduced requirements from high assurance identity proofing coupled with the amount of identity data available from theft can create a significant risk of fraudulent enrollments. This alone can destroy the trust fabric established through HSPD-12 high assurance credentialing.

What does this SRIP enrollment process look like? The enrollee interacts with a remote in-person proofing operator through a secure two-way audio and video connection using an unmanned identity portal to capture the required identity information and biometrics. There is minimal contact between the enrollee and the portal, and sanitized wipes are provided to clean the keyboard, screen, and fingerprint scanner equipment between uses. The operator remotely guides the enrollee though the steps from a safe distance, whether across the room, at their home office, or at a facility on the other side of the country. This void of close proximity, human-to-human contact helps combat COVID-19 and keeps people safe.
